Other The rate of VAT on existing property refurbishment should be reduced or even zero rated in line with new build concession. This will kick start the essential need we have as a country to improve the quality of our homes, will incentivise refurbishments, saving energy and our precious fuel resources and reducing CO2 emissions and therefore improving the quality of the air, especially in our cities. The loss of revenue in VAT terms will be more than recovered if more people are encouraged by this "tax break".
